ABOUT SAURAMANDALA FOUNDATION - CFAD

Sauramandala Foundation is an NGO founded in 2018 with a vision to bring about systemic change in the lives of remote communities through empathetic, collaborative, and contextual solutions that are co-created with the communities themselves.


About the Project (CM Youth Center)

The Government of Meghalaya,in partnership with Sauramandala Foundation

(www.sauramandala.org), has established 22 rural community centres for youth, called the

Chief Minister's Youth Centers (CMYC) with an aim to build resilience, agency and

problem-solving skills in the community. The key programmes in the CMYCs are - Self

Designed Learning, Entrepreneurship Development, Sports Coaching, Arts and Theatre and a

Community Library Programme. The learning is open to all ages to have more involvement

from the community. The CMYCs are set to expand from 22 centers to cover all 55 blocks of

Meghalaya over a 2 year period.


Key Responsibilities:


1. Objective of the Engagement

To strengthen data-driven decision making and programme effectiveness across the

foundation by developing robust monitoring, evaluation, learning, and reporting systems that

measure impact, improve programme quality, and support adaptive management across all

initiatives.

2. Scope of Work


- Monitoring & Evaluation Framework:

a. Develop and implement a comprehensive monitoring and evaluation

framework for the foundation's programs and initiatives, aligned with

organizational goals and objectives.

b. Design monitoring and evaluation plans, including clear indicators,

data collection methods, and tools for measuring progress and

outcomes.


- Data Collection and Analysis :

a. Oversee the collection, management, and analysis of program

data,including quantitative and qualitative data sources, to assess

progress,identify trends, and measure impact.

b. Conduct regular field visits and site assessments to monitor program

activities, gather data, and ensure data quality and integrity.


- Impact Assessment and Reporting:

a. Lead the evaluation of program impact and effectiveness, using a

variety of evaluation methodologies and techniques, such as baseline

surveys,mid-term reviews, and end-line assessments.

b. Prepare comprehensive evaluation reports, including analysis of

trends,successes, challenges, and recommendations for

improvement,synthesizing findings, lessons learned, and

recommendations for program improvement and scale-up.


- Learning and Knowledge Management:

a. Facilitate learning sessions and workshops with program staff and

partners to capture and share lessons learned, best practices, and

innovations.

b. Contribute to the development of knowledge products, case studies,

and success stories to showcase program achievements and evidence of

impact.


- Capacity Building:

a. Provide training and technical assistance to program staff and partners

on monitoring and evaluation concepts, tools, and methodologies.

b. Build the capacity of program teams to collect, analyze, and utilize data

for decision-making, learning, and adaptive management.


- Quality Assurance and Compliance:

a. Ensure compliance with internal and external monitoring and

evaluation standards, guidelines, and donor requirements.

b. Regularly reviews and audits of monitoring and evaluation processes to

identify areas for improvement and ensure data integrity and validity.


- Processes and Protocols

a. Test, set up, and maintain systems that allow seamless M&E

integrations with other organizational functions and project teams.

b. Equip and ensure team members adhere to such systems, informed by

external standards & best practises, for greater efficiency and lesser

oversight.


Expected area of Expertise

● Master’s Degree in a relevant field (such as social sciences, data

management, economics, statistics, public administration, or

related field)

● 6-8 years of experience in monitoring and evaluation,

research, or related roles, preferably in the non-profit sector

or international development context.

● Strong technical skills in monitoring and evaluation

methodologies, data collection and analysis, and reporting.

● Proficiency in statistical analysis software and data visualization

tools.

● Excellent project management skills, with the ability to manage

multiple projects, deadlines, and stakeholders effectively.

● Experience with people management, and comfort with capacity

building of internal team members at different levels.

● Strong analytical and critical thinking skills, with the ability to

synthesize complex information and communicate findings

clearly and persuasively.

● Have sensitivity towards diverse stakeholders across genders,

age groups, and sociocultural backgrounds.
