Sauramandala Foundation is an NGO founded in 2018 with a vision to bring about systemic change in the lives of remote communities through empathetic, collaborative, and contextual solutions that are co-created with the communities themselves.
About the Project (CM Youth Center)
The Government of Meghalaya, in partnership with Sauramandala Foundation (www.sauramandala.org) and Project DEFY (www.projectdefy.org), has established 22 rural SDL (Self-Design Learning) centres for youth, called the Chief Minister's Youth Center, with an aim to build resilience, sustainability, and problem-solving skills in the next generation of the community.
The key programmes in the CMYCs are: Self Designed Learning ,Entrepreneurship Development, Sports Coaching ,Arts and Theatre ,Community Library Programme.The learning is open to all ages to have more involvement from the community.
Key Responsibilities
1. Objective of the Engagement
To design, strengthen, and operationalize community engagement systems across CMYC centres that:
Build strong and sustained relationships between CMYC spaces and local communities
Increase meaningful adolescent and youth participation
Ensure programmes are culturally rooted, inclusive, and community-responsive
Strengthen community ownership and collective action
2. Scope of Work
Programme Strategy & Implementation
Lead the design and implementation of community engagement strategies across all CMYC centres
Ensure programmes align with Self-Directed Learning (SDL) principles and youth development goals
Guide centre-level teams in designing locally relevant programmes focused on skills, leadership, and community problem-solving
Promote youth leadership initiatives that enable adolescents to take active roles in community development
Integrate local knowledge, culture, and traditional practices into programme design
Community Engagement & Partnerships
Develop a state-wide community engagement strategy for CMYC centres
Build strong partnerships with local NGOs, educational institutions, youth groups, and government bodies
Strengthen linkages between CMYC programmes and schools, youth clubs, and community organisations
Support field teams in implementing effective community mobilisation approaches
Promote inclusive participation across gender, socio-economic groups, and marginalised communities
Events, Campaigns & Community Platforms
Lead the planning of youth festivals, sports events, community gatherings, and cultural showcases across CMYC centres
Oversee the development of annual engagement calendars aligned with local festivals, school cycles, and community rhythms
Promote community dialogue platforms such as community circles, town halls, and youth forums
Programme Oversight & Resource Management
Oversee budgets allocated for community engagement activities across CMYC centres
Ensure efficient use of financial and human resources across programmes
Support resource mobilisation efforts including partnerships, grants, and collaborations
Ensure operational alignment between community programmes and centre-level activities
Monitoring, Evaluation & Reporting
Design monitoring frameworks to track community participation and programme impact
Analyse programme data and community feedback to improve engagement strategies
Oversee reporting systems across centres and ensure documentation of outcomes and learnings
Support storytelling and communication of programme impact
Capacity Building & Mentorship
Provide strategic mentorship to Community Engagement Managers, Fellows, and field teams
Design and facilitate capacity-building sessions on community mobilisation, youth leadership, and facilitation skills
Establish peer learning platforms across centres for sharing best practices
Identify and nurture local youth leaders and community champions
Expected Area of Expertise
8–9 years of experience in rural development, community engagement, youth development, or social sector programmes
Minimum 4–6 years of experience leading large-scale community initiatives or multi-site programmes
Demonstrated experience managing teams across multiple locations
Strong experience working with communities in North East India, preferably Meghalaya
Experience designing and scaling community engagement strategies and programmes
Ability to lead partnerships with government institutions, NGOs, and community stakeholders
Strong programme management, planning, and monitoring skills
Strong reporting, documentation, and stakeholder communication abilities
Ability to analyse programme data and drive improvements in engagement strategies
Cultural sensitivity and deep understanding of socio-cultural dynamics in rural communities
Adaptability to work in agile, collaborative, and cross-functional environments
